how is the water level rising so drastically in the dry season, and are there any plans to excavate the lake to make it bigger so that it can hold water before it fills back up?  So much for the drought.

Yep, Global Warming is drying us up! My estimate would be when theres enough water coming down to it to fill it. That's a mother natures question. :)
