As far as I know most all new foam for flotation today is closed-cell. I cannot give you a scientific definition for it except that closed-cell is ninety-something percent non-absorbent. Put it in water and it will not absorb much water.
I have removed foam out of older boats that was the weight of water, approximately 8 pounds per gallon or 60 pounds per cubic foot.
