Poly Stirine is closed cell that's the stuff your water noodls are made of.

 The old polyester used in boats is non closed cell meaning that each cell of foam is hallow and has cracks or holes in it where water can get in but not get out. It's like the foam your seat pading is made of just denser. Turns to dust as it ages leting in more water.
