Gas prices on the water - another solution?

I love to hear people complain about on water gas prices at the marinas, as if there are no other alternatives to fueling their pleasure craft.
America is still (relatively) free. So if there's so much price disparity, why don't the complainers put their money where their mouth is, and just open their own business of delivering gas to boats on the water?
You can charge whatever you want, right? You'll make a mint! Go for it!
