Maybe not but marine bouys in the intercoastal waterways are made of metal and lots of rivers have markers in the middle that are large wooden posts. If you stay away from piers it won't be a problem. And even if the bouy won't damage the boat the line that holds it can get wrapped on the prop. Either way, according to the owner the MP approved his bouy so it must be legal.
