It's my understanding that if you are 16, you must get a fishing license. Period. The idea that if you are going to operate a boat and you are an out of state resident, you must be licensed in your state is a fair one. Being familiar with boats and the rules of the water is too important. Case in point: the poor child who was sitting on the front of the pontoon boat this weekend. Would you sit your kid on the front of your car? Why are there differences in these laws? The same reason there are differences in any laws: lawmakers who were paid by PACs or lobbyists to have loopholes for certain groups. Yep, color me cynical..
