I believe that it is up to the drinker to determine the level of intoxication not the alcohol. Just as I believe that it is up to the operator of a boat to operate their boat is a safe matter no matter what the size. ( and we have laws that handle both of these if there is a violation involved) What if we introduced a bill that limits the size of the bottle(boat) and the percent of alcohol (horsepower) in wine, beer, liquor would we all be safer on the roads and lakes? People would just buy a lot of little bottles. Also, I am of the opinion that boating and drinking should never mix for the operator. I wait until I am back at my dock and all the sking is over, and I will throw down with the best of you. Take care.
