If I read between the lines of the July 15th DecaturDaily, it would seem that not only are the lake systems of Eastern Alabama suffering from drought, but also are suffering from poor crafting of legislation and poor planning by the COE. If the 2005 dredging of the Alabama River was undone by Dennis, why was it not rescheduled in late 2005 or early 2006. If you use Katrina and Rita as an excuse for not dredging in 2006, what about in early 2007? Well it seems the answer to that one is that our lawmakers tie dredging funds to the amount of barge tonnage. Well, duh, if the river is too shallow to allow for barge traffic, how does this legislation make any sense? The proverbial Catch 22 that for the citizens who make a living on the river should have never occurred. Surely there was a bill passed in Congress this year that could have some pork added for the COE to allow required dredging for commerce purposes. Bottom line, what we all have seen is not solely drought related.
