Yes Bishop the big rain did help, but if you read the varaince request APCO stated in it that in the last two years, there had been 2 rain events in each year, during the timeframe of the variance request, that would have filled the lake. Of course in past years that water went straight through due to the 'rule curve'. It was historical data and computer modeling that gave APCO the forsight for this year. History had shown that the water would come then, so they asked to be able to keep it. Pretty simple really. It also makes a great argument for more local control and greater response time from the Corps and the FERC.
