PWCs with the "self circling" feature are excluded from the emergency shut off switch requirement. As in your case, these are typically the older stand-up style pwc.

All other pwcs, as well as boats less than 24' long AND with more than 50 hp engines are required to have an emergency shut off switch. For these boats the lanyard to the switch is required to be attached to the operator.
