I think the Justice Department should just go with the obvious.  He said that he was doing it in the name of ISIS.

I personally doubt how much ISIS influenced him.   Seems to me he was just an a$$hat, that wanted to make a name for himself.  But really, what difference does it make what his motivation was?  49 people are just as dead.  And if the FBI doesn't know where his wife is, I'll bet the local PD knows.
