I had a friend that worked for the IRS.  They have a much broader mission than just auditing taxes and counting the money.  Auditing corporations will take years and then more years of negotiation. You can be sure that the big corporations have highly paid and smart accountants and lawyers who know every loophole. 

You know, if they were really interested and worried about tax cheaters, they could just throw out the current tax code and put something simpler in it place - but the won't do that, because members of Congress use those same loopholes for their own taxes.
