So there are only two choices in this election, one bad and the other horrible, and you are suggesting he choose neither rather than the "bad" choice, thus increasing the chances that the "horrible" choice would win? Seems to me if the "bad" option were to win, many, many lives would be saved compared to the "horrible" option. While "bad" is not a perfect solution, it is certainly better than the "horrible" option. Can you not understand that?
