Reread...good point.....I had same and it was the fixture. Replaced both of them. A simple test light with a ground clip is the tool that usually locates the issue. With a cheap light you can take off a wing nut and see it there is power to the wire. S and S should be able to fix itt.
Years ago, I had an older trailer and I tried everything. I called a shop and the owner said, before you bring it in, take a drill and attach a wire brush. Then, clean the inside of the trailer coupler which goes over the ball. It solved the problem...a bad ground from rust.
