Many years ago a dog was not allowed to bother a neighbor. If it did consistently, it would be missing. No excuses.
Short of that, try using a freon air-horn aimed at the dogs while they are hanging around your property. If that fails, try using the same horn in the bedroom window of the dog owner about 3:00AM for a week, and deposit the scooped poop onto their car hood or door mat.
