Looks like I ticked off the powers that be at Alabama Power Company! I asked if Lay got preferential treatment due to several executives owning property there. It went like this...

Lay Lake is a "run of the river" lake meaning that it is not operated
like Logan Martin which is a "storage lake." Logan Martin fluctuates
roughly 5 feet each year. It is drawn down for flood control which
normally is in the winter and spring. The lake is filled in the late
spring and then that "storage" is used to generate power and meet
downstream flow requirements.

This year, because of the drought, we did have to draw Logan Martin in
April/May to meet requirements related to the snail flow at Jordan. We
also drew Lay, Mitchell, and Jordan to meet downstream flow
requirements.

The operation of our lakes has nothing to do with who lives on them.

Why is it that Lay Lake seems to only fluctuate marginally and stays
within a half a foot of full pool, while Logan Martin has been down an
average of 3 1/2 feet all year? Could it be that APCO executives own
property on Lay Lake? If not, what is the justification to draw down the
others while seemingly not affecting Lay?
