Not "all the time," but "more often than not." One issue is that the speakers are at the house, so they blast the music so they can hear it at the dock. My house is much closer to the speakers than his dock is, and my dock just might be closer, too; whether closer or further, the difference isn't much. So when they play it loud enough to hear at the dock, it is several times louder than that at my house.

Interesting that you mention outdoor parties. The house across from us has them occasionally, and the professional band with the professional sound system is not nearly as loud as my neighbor's sound system. They also always shut it down at midnight, which my neighbor sometimes does not do.
