It just takes a lot more water to raise Lake Martin one inch than it does the other, smaller lakes in the APC family, so naturally they fill up faster, and reach their full pool level sooner (and with less water) than we do.

Why APC doesn't allow for that (within reason; they can't control the weather) I don't know, but that's why other, smaller lakes fill up sooner than Lake Martin-- they don't need as much water to reach those levels.

To put it another way: if you put a thimble, a dixie cup and a gallon jug side by side and turn the sprinkler on, they're each going to get about the same amount of water. But one is going to fill up much more quickly than the others, and one might very well not fill at all.
