OK, you may or may not like this answer but in terms of direct influence I think you are right. However, other dams have an influence on Martin indirectly. The combination of rivers in the ACT basin have to maintain certain flows on the Alabama River. To the extent that flow from say the Coosa is reduced at one or more dams then the shortfall has to be made up by higher releases from Martin. So when the COE reduced flow in Lake Allatoona in Georgia, the levels in Martin dropped due to increased dischargre requirements to maintain adequate downstream flow rates. Clear as mud?!?!
