Your thought process is straight on. The only problem is that historically city and county governments around Smith Lake have been silent when significant issues were being discussed which impacted Smith Lake.

For example, when attempts were made to get APC to follow the rule curve for water level management, city and county governments and local legislators were nowhere to be found. This movement was driven by property owners interested in protecting their property and having reasonable water level for recreation during the summer months.

Property owners suffered major damages due to docks and boats sitting on the ground. All this was preventable if APC had included cooling towers as part of the original project. Smith Lake was developed initially for hydro power generation and later was designated as a large cooling water source for Gorgas in lieu of capital expenditures for cooling towers.

Many APC supporters only wanted to talk about seasonal property owners and defended APC with statements that "APC owned Smith Lake and they were free to do what they wanted". Others now will say that property owners can allow strip mining on their property and that is the individual land owners business.

The dollars that are quoted above existed then. So why is there an outcry when strip mining is discussed? Strip mining disrupts the surface appearance and creates potential run offs that can damage lake water quality. Dropping the level from 510 to 492 feet is also dangerous from safety, financial, and environmental perspectives.
