I would say that GW never promised small government and never ran as a small government leader. His tag line of "Compassionate Conservatism" was code for smaller "big government" rather than small government. Don't get me wrong, I opposed Bush on many of his spending decisions, especially some of the domestic spending on entitlements and discretionary items.
However, I would hesitate to oppose the wars based on the cost. If it is indeed a "just" war (however you define that) then we should be willing to spend whatever it takes to win it, period. Otherwise we do a great disservice to our military personnel. If you oppose a war, say Iraq, oppose it for whatever reason you think applies (i.e., not a threat, not in our national interest, bring us into a Vietnam-like morass, etc.) but keep in mind that the cost is a symptom, not a cause. And when we get in there we need to fight to win.
