I doubt the Congress is more popular than the President at this point. I'm not so sure that the vast majority wants the GOP to lead, I think they just want someone to lead. And BTW, I saw figures that said that this midterm had the lowest voter turnout since WWII. That tells me that the majority of people have just given up on the politicians. They don't think anyone can make it better.
If the GOP can get something done, and not spend all their time fighting with wacked out Tea Party politicians, then I think you will see Congress approval ratings soar. If it just stays in gridlock, you may see a vast change in the next election.
