That answer is quite elusive. One quote by APC is that cooling towers would cost between 85 and 190 million dollars. Then another APC quote says 292 million. Of course there is no official quote just numbers thrown out to make it seem extremely expensive. APC claims to have 1.4 million customers so that would cost between 17 to 58 cents per customer per month.

Everyone should remember that cooling towers are not just needed to follow the SLISA rule curve but also needed to follow their own rule curve. APC is not following there current rule curve and can not without cooling towers or reducing output at Gorgas. It is not an uncommon request during a relicense to adjust the rule curve. Almost all relicenses that deal with large fluctuations are renegotiated during a relicense. Despite what APC says it was requested during this relicense and it was never addressed. There are letters to FERC requesting smaller lake fluctuations from the onset of the relicense.
