Hmmm....am amazed they have the power to even do that.  I suspect there will be lawsuits and this will be vacated.  However, this is yet another example of Congress abdicating their legislative power to the administrative state.  The Democrats like that because they know the administrative state is 90% Democrats.  And Republicans like it because they can blame the administrative state instead of them doing their jobs.  So we have to turn to the courts to rein in the administrative state.
