The best bet is to talk to the folks at city hall to get all the info. I live close to Leesburg and we got a dozen different answers from the water company and such until one day when I got someone on the phone who told me that they honestly had no more information than the rest of us. In fact the regulations had not even been written at that time. I think that when the sewer line comes by your place you are given the opportunity to connect. If you wait then you'll be nailed with the high fees.

Get your information directly from city hall and you won't be blind sided by unnecessary costs.
