however, when we have protracted periods of drought similar to what we've had for well over a year, we need APCO to seek a waiver from Corps of Engineers to keep more water in the Lake over the winter. It's hard to recover 10 feel when you have period of drought, even if you are not releasing any water for the purposes of generating power. This waiver can be done...it's a matter of requesting it.
