Off the cuff probably not. But you may have recourse if:
1. You have covenants in your development that prohibit raising livestock
2 You are in a municipality - a city - that prohibits or requires permitting of livestock in small lots.
3. If the Sherrif deems that the problem is disturbing your right to the "peaceful enjoyment of your propery".
You are living in a very rural Alabama area where city type regulations are held in low esteem even in areas like subdivisions. Maybe the best thing you can do is talk with the folks that have screaming chickens and see if that gets you anywhere. Some people do care about their neighbors rights and some don't.
