Are you familiar with the phrase "It's better to beg for forgiveness than ask for permission?" That was the mindset when the bridge was constructed, because the public outcry would have been tremendous and maybe even stopped the construction.

And all of the lies that came out when people finally realized that the bridge was there wound up hurting almost as bad, anyway.
