The short answer is "no" at least as to their personal use of campaign donations, but the regulations are a little vague when it comes to donations by so-called "super-PACs."  I believe they can use such funds for a future campaign, but my understanding is most excess funds usually get donated to the candidate's political Party or other candidates, if the candidate does not intend to run for a future political office.  And of course they can use them to pay for any legitimate expense that arises from their campaign.
