that the victom was "stopped in mid-channel" and "parked". Seems that you know more about the accident than I've been able to find out. Did the felon turn himself in or was he hunted down? BTW, he did become a felon the moment he left injured people in the water. I do not like boating at night with or w/o radar, there are just too many fools out there. I agree with ALSCN's comment below.
