"APCO needs to come forth this winter with a statewide plan for how to deal with drought conditions and lake levels."

If you stop to think about the overall effects of drought conditions compared with the overall effects of the lake being a little lower than normal, you might decide that dealing with the drought is a whole lot more important than dealing with people who have to work a little harder to use their boats.
