A prime example of why Congress cannot get anything done.  It's just constant political paralysis.  Eveyone is so worried about how it will play with their base and has nothing to do with the merits of the bill.  But if it looks like it will pass, you can be sure the Democrats will ensure some of their pork barrel projects will be attached.
