I have lived on the Arkansas side of Bull Shoals for 8 years and of them only 3 allowed me access to the launch ramp to go fishing. I spoke at length to a member of the Corp of Engineers tha controls the dam and I was told in no straight up that the dam and lake were built to control flooding and for power generation, period. It was not a concern of the Corps that the lake level fluctuated so much. So they are allowing the lake to fill past full pool to make sure they have enough water on hand to generate power during the peak usage of summer. Another factor that was pointed out to me was that the trout fishery on the White river is more important than the fishing or recreational use on the lake. So, I don't think we can expect things to change anytime in the future. Just hope we get a little less rain around Table Rock and then they will not release water to Bull Shoals.
