You don't say where you live, but unless this is happening at night, Dogs are going to bark.  I personally don't leave my dogs outside if they start barking, but sometimes they do.  I don't complain when my neighbors are running their leaf blowers and lawn movers very early in the morning, so I don't entertain complaints about my dogs occassionally barking when a boat comes into our slough.
