Subject:   Mercury 115 steering frozen

Over the winter the steering on my motor froze. Suspect corroded inside. Use to operate motor in salt water. Tapped real hard on the output shaft that connects to the motor via the short arm. It moved slightly, but extremely tight. Can't get any rust busters into the steering head to help. Anyone had and solved this problem?
Boat on lift in boathouse, so can't easily trailer to mechanic.
