We received a letter and were able to solve at NO COST.  We contacted the company that originally supplied the "Standard Flood Hazard Determination Form"  to our bank.  The company indicated that our Zone A classification was based on the fact that although our structure(house) was not in Zone A, the walkway leading from the house to the dock was  in Flood Zone A.  As they explained to us, new FEMA rules state that any attachment to the primary structure is considered part of the structure and therefore the entire structure would be classified in Zone A.  We sent pictures showing that the walkway led up to the house but was not part of the structure.  They then approved  our reclassification to Zone X (not requiring insurance) and sent it to our bank.  There was no cost involved. As we now understand any attachment to your structure -- stairs, walkways, etc. -- that extends into Flood Zone A is now considered by FEMA to be part of the structure regardless if the main structure is outside of Zone A.
This may or may not be the factor that determines Zone A status but is certainly worth checking.
