We have several set of grandchildren that swim in our slough.  I woud put the swim buoys where you feel comfortable to keep the area safe.  We get people periodically coming down our slough full power, creating waves.  It always makes me nervous, because the kids are having such a great time and not paying attention.  I'm pretty sure the life of kids and even adults, trumps the right of way of boaters or PWCers.
