I have seen many folks sink vehicles within 20 feet of the water line, even when the ground looked solid. I have a 4wd tractor and have been stuck more than once. My neighbor had a huge track hoe doing some work a few years ago and that got stuck too....they had to bring in a couple of dozers and several chains to pull it out.
Another thing to consider is the rock's size. A large boulder can weigh several tons and may be too large to move with conventional equipment (most rentals will move a couple thousand pounds at most, and that isn't much when talking boulders). Depending on boulder size, a track hoe on a barge may be the way to go (and I think other companies besides Lake Martin Dock have such equipment) or it may take high explosives for something very large (which sounds like more fun anyway).
