Inert weapons (unloaded) have been used for YEARS, this is not a new occurrence. I believe the guards at the Beirut Marine Barracks did not have them loaded. A friend who served in the Army in Iraq told me that the sentries were ordered to keep loaded magazines with them, but to keep an empty one in the weapon to keep dust out... He did say the the inspectors would check to make sure that the sentries had loaded magazines in their pouches, but it was "don't ask, don't tell" as long as there was a magazine in the weapon...
