He's not a bureaucrat, he's a scientist. Believe me, there is a huge difference.
Sometimes you have to try to model when you are trying to figure out what might happen. Remember that the initial models had a lot more people dying, but as better data became available, the models have gotten better with more realistic results. It's not the be all and end all, it's just a technique to try to imagine the outcome of a scenerio.
