How do you change a culture?

For two years, once a week, I was a substitute teacher at racially mixed Woodrow Wilson High School in Portsmouth, Virginia. The mix was nearly equal white/black. The feeder neighborhoods were predominantly blue collar… or ghetto. The majority of students in my math or science classes maintained their behavior, but the misbehaving students dominated the classroom. The race of the malcontents was mostly of one color… thus reinforcing a stereotype.
It is well know that dogs will, at all cost, avoid messing their own bed. Being disruptive in a classroom is not only messing your own "bed", but also the "bed" of the others in the class. In fact, it is theft (you can extend that thought on your own).
The main ingredient in this culture of intellectual suicide is lack of parental care or supervision. In fact, it is a sustaining culture abetted by the nanny-state government. Lack of parental participation in providing nurture and participation in their education deprives those children of a compass to navigate life. Lack of enforced discipline in children leads to lack of self-discipline in adulthood.
An untrained, unrestrained dog will soil and destroy its own home... eventually, even its own bed. The energy and poop has to go somewhere. By the way, you would (not) be surprised to see the number of permanently chained up/fenced up dogs in the poverty areas (you can also extend that thought on your own).
Rage, unrestrained fertility, unfettered masculinity, lack of citizenship, culture of government dependency… all part of an unsuccessful lifestyle which drags down a people… and a culture.
Education and citizenship – Who is primarily responsible for that? If anything, my prejudices are being reinforced.
