I think what they mean to say is that they don't want foreigners that won't support them involved in our elections.  As we all know, Hillary hired GPS Fusion to hire a foreigner (Steele) to gather fake allegations from another foreigner (Russians) to influence the election in their favor.  And of course we know Democrats want illegals to be able to vote.  So it's really only foriegners that don't help them win that they object to.
