Is it better to drain the foot oil before storing the boat or should one change it and leave the foot full?

My opinion is, make that part of your Spring Service, or as some prefer doing it at Winter Service.

No matter what you choose to do, make sure to check it for water!! If it has a leak, it can rust componets very badly, and or freeze and bust!!
