They don't. That's what the packet was about. They'll be taking water from the Tallapoosa watershed.

The HOBOs and Lake Watch will be filing comments with the Corps of Engineers and we encourage other concerned groups to do so. Their plan is to build a reservoir in Carroll County (West GA) and pump out up to 25 million gallons a day for potable water use. How much would be returned as treated sewage is unclear at this time. We hope to get a public hearing on the matter.

Without having seen the packet, this must be at the proposal stage. How does this intersect the Water Wars discussions and issues?

Sooner or later, Atlanta will expand it's water supply to accomodate uncontrolled/unplanned growth. And, bet on it, the water will come from communities/lakes downstream with less economic/political muscle than Atlanta. Regards to Gov. Riley, HOBOS, etc, but eventually, Atlanta will get more water, and at a big cost to LM residents.
