Subject:	What are they spraying on the lily pads?

I am new to the lake (first summer) and two guys with an airboat came into our cove this summer and sprayed the lily pads with some sort of blue foam looking chemical.
1. Does anyone know what the chemical was?
2. Who pays to have people spray for weeds?
3. Will they be back?
Any info. appreciated.
