My guess would be that they are running the turbines more frequently due to the very hot weather, thus more water flowing out than normal, but that's just a quess. It could also be due in part to a reduction in the amount of water in the watershed due to reduced rainfall amounts that are starting to create abnormally dry conditions in several areas of the state.

From Alambama Power:
07/15/2019 - The reservoir elevation at Martin Dam is 490.22 msl. Based on current hydrologic and operational conditions, it is unlikely that the Martin Fall Extension will be implemented this September. A weekly update will be publised each Tuesday through September 30th. Lake elevation are always subject to change, dependeing on conditions.
The Smartlakes app is a good way to keep up with lake levels.
