Perhaps the Federal Election Commission should simply require that all votes from Illinois and New York be registered as “present” until all ballots are counted.  Further, no laws or executive orders in those states will be deemed constitutional or actionable, until passed or executed by governors or legislatures elected by a full count of ballots.  Lame duck sessions, until the counting of all ballots, should have no authority.
