I am purchasing a wooded lot near castaway and it has a ditch that runs the full length of the lot near the road (about 25 feet off of road). Has anyone had to have a roadway (bridge or otherwise) to get across the ditch to their property? Any recomendations for reasonable/reliable work? Suggestions?

I'd check with the county road dept.  I think you'll have to have a permit, or at least approval of the culvert size, if you're in the county right of way, for sure.

According to the survey (and my understanding of it), 25 feet from the road is easement. This would put the ditch right at the 25 foot location. If it is public utility easement, why noy not the utility purveyors provide ingress and egress?

I think you measure the ROW from centerline of road, but you'd be better off talking to a pro.  For drainage purposes I think the county/state (depending on whose road it is) will govern ROW, but if you're on your property you may be able to do as you please.  In some places you have to get approval to run your road across the ROW to join gov. road.
