For me personally I prefer the winter level remain as it is. Raising it by 2' will make no difference to me as I still couldn't make use of our pier and by it being as it is at the present time allows ample opportunity to make any repairs to the pier which may be needed. Im sure it would benefit others and if it happens, I will adapt to it. Having had a place on the lake since 1990 we've gotten accustomed to things being as they are. I would, however, prefer the lowering of the water level for winter be pushed back one month, but that's just a personal preference.
