“For transit capital assistance grants, $6,000,000,000 (increased by $1,500,000,000), of which $5,400,000,000 (increased by $1,350,000,000) shall be for grants under 5 section 5307 of title 49, United States Code and shall be apportioned in accordance with section 5336 of such title (other than subsections (i)(1) and (j)) but may not be combined or commingled with any other funds apportioned under such section 5336, and of which $600,000,000 (increased by $150,000,000) shall be for grants under section 5311 of such title and shall be apportioned in accordance with such section 5311 but may not be combined or commingled with any other funds apportioned under that section: Provided, That of the funds provided for section 5311 under this heading, 3 percent shall be made available for section 5311(c)(1): Provided further, That applicable chapter 53 requirements shall apply except that the Federal share of the costs for which a grant is made under this heading shall be, at the option of the recipient, up to 100 percent: Provided further, In lieu of the requirements of section 1103 of this Act, funds made available under this heading shall be apportioned not later than 7 days after the date of enactment of this Act: Provided further, That for purposes of applying section 1104 of this 25 253 Act to this appropriation, the deadline for grantees to enter into obligations to make use of not less than 50 percent of the funds awarded shall be 90 days after apportionment: Provided further, That the provisions of section 1101(b) of Public Law 109–59 shall apply to funds made available under this heading: Provided further, That not-withstanding any other provision of law, of the funds apportioned in accordance with section 5336, up to three-quarters of 1 percent shall be available for administrative expenses and program management oversight and of the funds apportioned in accordance with section 5311, up to one-half of 1 percent shall be available for administrative expenses and program management oversight and both amounts shall remain available for obligation until September 30, 2012: Provided further, That the preceding proviso shall apply in lieu of the provisions in section 1106 of this Act.”Only one p

It's ok to say it. You are correct. I know it was hard for you but I think a lot of people that are finally looking at the details of this Anti-Capitalist Bill . . . sorry I meant stimulus package are starting to realize that not only will we be paying for this the rest of our lives, so will our children. And for what? There is very little "stimulus" in this stimulus package. This is nothing more than a demacratic spending spree.

But the good news is . . . looks like this lake is on an 11 day rising trend and should break winter pool in the next day or 2!

Maybe she is now realizing what we have been saying for months. The Democrats at one time did tend to look out for the low to middle class. Now the scam is out of the bag. They intend to use them to fill their coffers for more wealth and power. But the sad fact is that those who will be used will continue to vote Democrat because of the freebies coming their way. Very ingenious on Obama's part, but inherently very risky. Did you see the parade in "Sixburgh" today? 300,000 estimated.

I missed it. I got a great poster someone made called Lord of the Rings. Great game but too exciting for my taste. I hate to admit it but I didn't have a lot of confidence they could put together that last drive. Good thing it was Arizona and not a better defense. You got to admire Fitzgerald, he is fun to watch.

but my computer died and now has made a miraculous recovery.
Every monning I have been watching Morning Joe on MSNBC. As you may or may not know, he is a Republican and a conservative. Every day this week they have had various people on to talk about the state of the economy and the "stimulus" package. It's so freaking confusing with dueling economists, dueling analysts, dueling historians. The only thing that everyone agrees on is that something needs to be done and done right away; and that it is better to wait and get it right as opposed to doing something stupid quickly.

I do have strong reservations about the stimulus package. Clearly what the House came up with is just so far off base that it is laughable. Pelosi and her posse need to go. I'm hoping that the Senate Dems and the Republicans can stop talking about it long enough to actually do something with it that will make some sense. I see tonight where they think they have some kind of tenative agreement.

I'm very discouraged with Obama and the Democrats. Somewhere in the back of my mind, I'm just starting to consider whether I want my crow grilled or roasted because I have a feeling I'm going to be eating it real soon. You'll never get me to admit that McCain was a better option, but I'm beginning to feel a lot less enthused about Obama. I'm very unhappy with his "we won, they lost" comments. I want a &^%$ bipartisan effort to get something going on this economic situation, regardless of which party has the smart ideas.

Where have all the smart people gone?
